OpenIV and GTA V mods folder

So I recently updated my game after being on a hiatus for some time. All of my plugins are updated and lspdfr works great. My problem is in the mods folder. In the past when the game updates, OpenIV tells me that my mods folder is out of date and needs updated. I click yes and everything works great. For some reason it does not ask me to update the mods folder when i go into Open IV. Is there anyway to force that update, other then of course starting over with a new mods folder (which I really don't want to do)

just delete the mods folder and re-create it

Does this mean I have to reinstall all my mods like radiance, cars, handeling, etc?
