For whatever reason, when I try downloading from this site, I complete the reCaptcha and click "Submit," but the download doesn't start. I tried in other browsers, same problem. I have not had this problem before.

yes, and I click "Submit" and it shows the green check but then nothing happens. I've never had this before.

Strange, have you tried clearing your cache? Have you got javascript enabled?
