The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Had same problem only I fixed mine by updated LSPDFR, RHP. Then it would allow me on the loading page  but crashed just before plugins load up so I noticed it was my mod or plugins file so I removed my plugins file first and re uploaded them it wasn't that so I tried removing the mods file and bam it worked. Easy to solve in situation like these just try different trouble shoots in the below format. 

 

If it crashes right at the start it's the game, Ragehook LSPDFR. If it's near towards the loading screen it's most likely plugins or your models (mods). Inside the game when going off duty it'll be LSPDFR or Memory. This may not be completely right but it helps me all the time. 

 

Its very rare that you have to install GTA V again unless you've manually damaged the files, this should be the last thing you do just to save time.
