Honestly, considering the vehicle it's for, it wouldn't be crazy to make that. You can do whatever you want, just say it's a fictional. I found this, so your silverado isn't hard to imagine.(And it looks better than this POS below lol)

Why not? Plenty of people make liveries that are not based on any real-life agency, so you can do your stuff without bothering about that, as long as you're content with your work.

Have some artistic freedom. This is San Andreas, not real life, so who cares if the design isn't 100% realistic. Do what you want with it but obviously don't say it's realistic if it's not otherwise the big roleplayers will get mad at you.

Thanks for the replies guys. Yea, ofcourse ill have to say its fictional. I just wanted to check if there were any real life counter parts or not, so that maybe there was something i could bsae it on.
