I have my PostFX on Ultra and the Shaders to Very High  but theyre still dim.

Have you tried installing the Radiance V mod? Are you using a mod folder?

Give Radiance V a shot. You get an option from both Bright and Very Bright lights depending on what you're looking for. personally I'd suggest the Bright as I feel like Very Bright is just overkill but give both a shot and see what you like. 

Or if that doesn't do it for you then you could also give this one a go.

I don't think you can. It just fills the page that it can, which is okay generally for mobile users. :)
