I am looking to have a personal modder because I cant do this stuff myself haha. I would want somebody who can edit models, add lightbars, create custom callouts, skins, ped models, etc.

Instead of having someone as your slave, you can always just make individual requests in the modding forum. 

We have a modding request forum where you can make requests, which seems like a much more viable choice.
