The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

LSPDFR isn't supported in any online version of the game, You maybe able to find a third part mod that allows online however i believe all of those have been taken down by Rockstar Games.

The being said if you do find one, there isn't a guarunteed chance LSPDFR will work nor can we provide support for it. LSPDFR is a single-player modification only

Pretty much, unless you try GTA IV & LCPDFR, or use a similar setup to Rangerscope, but I will not give you instructions on how to do what he does.
