The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

I'm new to this website and need some help. 

I'm trying to figure out if LSPDFR / LCPDFR mods could work on PlayStation 3 and Xbox 360 somehow.

I might need to buy GTA IV for the PC if needed.

Here's my laptop specifications: Windows 10 home, Installed Memory (RAM) 4.00GB, 64-bit Operating System, x64-based processor, Processor: Intel(R) Celeron(R)2957U @ 1.40GHz 1.40GHz.

Desktop: Installed Memory (RAM) 2.00GB, 64-bit Operating System, x64-based processor, Intel(R) Core(TM)2 CPU 6300 @ 1.86GHz 1.86GHz, Windows 10 home. Graphics card - Gigabyte Gaming Graphics Cards GV-N730-2GI (NVIDIA GeForce GT 730 GPU)

  • Core Clock: 700 MHz
  • Integrated with the first 2048MB DDR3 memory and 128-bit memory interface

If the LSPDFR / LCPDFR mods don't run on the PlayStation 3 and Xbox 360, could my laptop and desktop run GTA IV or GTA V?

Definitely not for both on the laptop. GTA V could work on your desktop, but don't expect a good experience from it.
Secondly, LSPDFR/LCPDFR are only for PC.
