I downloaded a 'popcycle.dat' file and replaced it in the right directory but I drove around for an hour and no  cops are on the streets.

Any ideas?

Not the right one. Try it again. I had to get rid of that one there were too many cops. Cops here cops there COPS EVERYWHERE!

Still no cops are showing up...

Now there's no cops anywhere. None at the police station or airport.

Then you did something wrong at some point. Uninstall all your mods and start over. If you used a mods folder like you should have, that is.

Do you have any idea on what files I can replace from backup to fix this issue?

I replaced popgroups.ymt and popcycle.dat but the police are still not anywhere. Airport or stations. So that means something is wrong, right?

I verified the steam files and it downloaded/updated some files but STILL NO COPS!!!
