So, I am trying to go for a 'vintage' feel in GTA V, but it feels weird having old cruiser patrol around new cars and such. I really want the few police cars I got to patrol around old cars, and not have my unmodded, vanilla cars spawning. 

How do you do that?

If you talk about civilian traffic -> 

 

If you talk about police cars, I doubt there is any way to do that besides replacing all the models with vintage cars. Maybe in the popgroup files or stuff like that, but it would most probably not be easy to modify.

 

Editing the popgroups.ymt file would allow you to stop certain police vehicles from spawning. I have been messing around with popgroups.ymt for a while now. However it is very tricky and one wrong key stroke or space causes no cars to spawn in the game. And also you would probably need to alter the dispatch.meta file and the lspdfr backup.xml. It may turn out to be too much work for the desired result.

However, in the vehicles.meta file, each car has a spawn frequency value. I know that police cars are set at 100 (For popcycle.dat editing). Maybe changing those values for each car you don't want to spawn in game to 0 may work. I don't know because I haven't had any reason to not have them spawn.

This is the line you should look for if you want to try.

I would suggest making a back up of the vehicles.meta file first and use Notepad++ for the actual editing.
