Need some help with vehicle modding

Alright, so i'm really confused. I totally understand GTA IV modding, whatever mods they are, vehicles or LCPDFR or whatever. I watched Jeff Favignano's old video from this past summer of him installing LSPDFR into GTA V and I followed him for the most part until he got to the vehicles.

I installed a police4 undercover vehicle successfully, but two others didn't show up right in my game, the models were the old models, not the ones I had put into GTA V/x64e.rpf/levels/gta5/vehicles.rpf, which were two Sheriff models. I clicked on the models and they showed the modded versions, but in game they were incorrect and showed the original models.

Now mainly the reason i'm here is because when I looked at how to install them and in the readme files included, it says to install the vehicle files in somewhere "Grand Theft Auto V\update\x64\dlcpacks\patchday3ng\dlc.rpf\x64\levels\gta5\vehicles.rpf\"

Then it says something about some kind of carvariations file and a metadata file, but every car model I have includes those files, so do I combine the content in each of them or what do I do with those?

Why does it want it in the DLC folder, why don't I just replace the model in the area I mentioned above? Some other vehicles wanted the models in the "mpluxe" folder in updates. I just don't understand how vehicle modding works in GTA V I guess, if someone can explain how I can install the vehicles, that would be great, or just link me to an article or video that explains it, thanks.
