The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

Anyone else having this issue?
I mean, I can revert to the older version of RPH and it works fine but the newer plugins on LSPD:FR will not work then. 

 

It says I need to update the game but STEAM is somehow not supported?

The RAGE Plugin Hook site specifically states that RPH 0.37 removes compatibility for game version 617.1. Either update your game to 678.1 or downgrade to RPH 0.36 and run older plugins.
