How to download mods?

How do I download mods like

Police Radio, Traffic Policer, Arrest Manager, etc

I open them and they have LSPDFR > Plugins > Files but I dont know if I put the things in plugins to plugins folder or the whole thing in the LSPDFR folder or what

does anyone have a detailed video for me? or a guide? thanks

Just read the readme, they should tell you exactly where to put them. But to answer your question, yes you put the plugins folder contents into the plugins folder
