Ragehook Won't Work At All

I tried to get LSPDFR, I downloaded the most recent scripthooks and RAGEHOOK.exe, but it will not launch. No, not even the intro. The blue circle just turns and flashes 3 times, then stops. Is there a way I can fix this?

I got it working. All I needed to get was Microsoft Framework 4.6
