The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Anyone able to make a mod as suggested in the title of this post?  I know there was on for lcpdfr, I would love to see one for LSPDFR

Download Traffic Policer or Speed Radar Although they are not Handheld radars they still are what your looking for

To add on to this, I would recommend Traffic Policer - it has a built in Speed Camera/Plate Checker mod, as well as a ton of other really cool features.
