The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

I have the same issue. I import cars and vehicles with OpenIV. If I start the game as usual with Ragehook it opens the Rockstar launcher and starts to download and overwrite the data I changed, so when I go ingame, the cars and sirens are overwritten again.

Because you're not using a mods folder, with the OpenIV.asi. Or you're not installing cars and skins in the right locations. So it's your fault in the end, not Ragehook.
