Not sure, but you could try Vulgadrops 2.1c ENB.

I use it and my PC isn't exactly a beast, with LCPDFR and that Vulgadrop's ENB though I get a pretty good overall graphical feel, plus the drop in FPS is barely noticeable.

You can also experiment with other graphical enhancement mods like RealityIV, VisualIV, Sgt. Kanyo's (Rob Zombie) Realistic Timecycle mod. etc. Great alternatives to ENB also I think its well worth it to download a new city texture pack like Ultimate Textures 2.0 or Better City Textures

Yeah, I'm in the process of downloading/installing the BCT pack now, is Sgt. Kanyo's Realistic Timecycle Mod the one that sync's game time to system time? (So that the game plays in real time in regards to day/night shift) or am I thinking of something else....thats one thing that always bothered me about GTA IV, I sit for 10 minutes driving around and about 3 game days pass by....that's 1 slow ass driver!!!

Preist...you have the wrong idea...the Timecycl mod does not sync the computer's time to the game time..In order to do that you need to use the SNT. Under the Time options.

First off, do you have the Simple Native Trainer installed? If so, press F3 to bring it up in game. Then go down to the Time section and hit 5 on the number pad. Then go down to sync time to computer and enable it.

No i don't, I assume the SNT is available in the DL section?
