So I was on patrol last night, and I got to wondering, will the grab and lead feature for arrested peds come over to LSPDFR? Or is it something that is really difficult to code into gta  v?

It will probably come.
The dev's aim is to port everything LCPDFR 1.1 could do to LSPDFR, eventually

However this proves difficult in some cases, especially where animations are involved, because at this point in GTA V modding, we're stuck with what comes with the game.
And as the game is not intended to be modded, there is no detailed documentation of what does what so it could be that there is an appropriate animation hidden somewhere in the gamefiles, but if so nobody has found it, yet.
I doubt that, if a fitting animation is found, it will take long to be implemented in LSPDFR, nor will it be especially difficult to do, seeing how they, for instance, made the arrest animations so smooth and immersive in 0.3.

I believe there is an animation. It's used in the mission for Beverly where you chase Poppy Mitchell, who is getting chased by LSPD. When she crashes and gets arrested, the officer walks her to his car like GTA IV
