i can not get any of the lights to work on the LAPD mod, installed lastest ELS and all updates, still nothing. please help

You are pressing "J" to turn on Primary, "K" to turn on secondary, "L" to turn on take-downs, and ALT+M to open the ELS Control Panel, correct?

You have an ASI Loder, Scripthook, etc...?

If you are using a trainer, you have disabled key shortcuts by going to Options>Disable Keys?

Yes tryed J, K, L and alt-m does nothing, in fact alot of commands for this do not work like i can not arrest or anything. how do i know if a trainers involved

Do you have Simple Native Trainer? A Mod that lets you do... you name it... in the game.

Car spawner, Object Spawner, Ped Spawner, and crazy shit. So you don't have it?

I'm not sure if this would have anything to do with it, but is your game up to date? (Patch 1.0.7.0 for GTA IV and 1.1.2.0 for EFLC)?

as far as i know i dont. How do I tell if i have these Trainer, if not do i need to download it. and yes i downloaded and made sure my game was up to date

still not lights only on the LAPD mod all in game cars work fine

Try using ELS V5. Many people have said it's more stable, but I've never used it (I use V6).

have you installed an els-enabled vehicle and changed your els.ini file?

els.ini should have entries that look something like this...

I already have V5 was what i was told to download.

as for ELS vehicle, it is the Lapd vehicle from the download section.

Update, installed simple native trainer, gonna see if this helps any other ideas for the light issue please tell me
