What did you have in mind exactly? You can already scope out prostitute pickup areas and wait for johns to let one into their car, then perform a traffic stop. No callout needed. A "sting" would be posing either as a prostitute and getting picked up, or posing as a john and doing the opposite. That would involve disabling the radio traffic, changing your pedestrian model, removing all of your weapons, driving some other stock car with no emergency equipment, and a lot of "wait and see". That's not really an LSPDFR experience in my book, but who knows. Somebody else may see it another way.
