When I do a traffic stop they always try to escape, is this normal or caused by a mod?

You need to be more specific. What mods you have, where you're making the stops, types of pedestrians you're stopping, how many times you've tried this, how long this has been a problem for, etc.

I think I fixed it, I don't know how but when I pulled somebody over toaday I was able to talk and check I'd of person.

This can be cause mainly by you not being behind the car just right and the script doesn't think you are "pulling them over", or the person is trying to flee. I have had it happen to me where I don't stop just right behind the car, and by time I get out of the car, they are gone and the traffic stop ends.
