Does GTA V from Steam allow mods via LSPDFR.

I am new to everything online, mod, gta v pc, steam related. i would really like to do a simple mod input for gta v from Steam but not sure if it will allow it or how to do it.

    Yes steam allows mods if you do it correctly,  since your new to everything .. your best option is to go to YouTube and type "jeff favignano gta v install" in the search bar and start from video "1" .. and go from there
