You should replace it in one of the dlcpacks. I believe police3 is stored as well in:

Also worth mentioning, if you don't have the steam version be sure to create an OpenIV mod folder.

Actually no. Replacing police3 located in update/x64/dlcpacks/patchday4ng/dlc.rpf/x64/levels/gta5/vehicles.rpf is enough. The problem comes from the police3 to have an edited vehicles.meta for the lightbars to work properly most of the time.
