The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

We don't give out release dates because we simply don't know when it'll be released, the Developers go on a day-to-day basis. a simple use of the search bar could've answered your question.
