I thought I had removed all the files but whenever I run GTA IV it makes an enbseries.ini pop up in my directory for no reason at all. I dont know whats causing this.

Do you remove the visual setting include in the enb files

if it has anything to do with ENB to get it working, just delete whatever came with the ENB you downloaded, by the way, what effect does the d3d3.dll have on the game?

As stated by Interference above. It only affects ENB.
