The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Clock speed & core balancing is indeed a problem with the laptop variants of the Intel chips thanks to their TurboBoost technology. It's good for battery saving but not much else. TurboBoost does almost nothing to desktops. Some people look to disable it. I just leave mine alone, and it always runs at 3.5GHZ as far as I've seen.
