After installing callouts v, i noticed roadblocks were an option. So, when i was in pursuit of illegal street racers, i put a marker in my map, and pressed the key i assigned (r). And nothing happened. I've been tinkering with it, but to no avail. Any reason why this is happening? Thanks.

It uses a vast amount of experimental AI which has a large potential to crash, thus the safety precautions made prevent them from causing problems by simply cancelling requests and exiting out of the logic.

In future versions this AI is stripped out and removed completely and will be replaced with a much simpler and more robust system utilizing LSPDFR  AI as and when it becomes available.
