Whenever I use a mod car, i use Spark IV 7.0 to transfer the files. When I go onto GTAIV the police lights do not work!!! On all three cars!

You need ELS, download from my signature, extract all the files and place them into your GTA directory.

Then press "J" or "K" in game to activate the lights.

Would that be the Program x86 "Rockstar Games" In the GTAIV Folder?

Adding to what Tom said, press "L" for spotlight, and ALT + "M" to open the ELS Control Panel. Here you can change the Patterns of the lights. "U" to change Primary Pattern, "I" to change Secondary Pattern, and "O" for flashing spotlights.

Yes, you should place the ELS files in that folder.
