The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

In the startup.rphs I have LoadPlugin "SpeedRadar.dll"

Every time I join the game, it brings up a message saying it is not verified.

Certain plugins are "verified" using the RPH system to say that they are likely free of malware and the author is trusted. This does not mean unverified mods are malicious, just that they have not been verified.

To load unverified mods you need to select this option in the RPH settings screen. you can force this to appear by holding Shift when you run the RPH exe.

Exactly what LukeD said.  Hold down your shift after firing up Ragehook.  Look at Plugin Menu at top.  Select Load all plugins.
