Hoping this is in the right place to ask:

 

Which is better for LCPDFR? By this, I mean which is more stable and allows for more customization options?

 

I plan on reinstalling LCPDFR but I'd like to know which one would be better for it as well as which one has more modding ability.

between EFLC and GTA IV, EFLC seems to be more stable. not to mention it has 3 added police cars to mess with. apart from the stability and extra items, both games are the same, So it doesn't really matter which game you use to be honest.

That was a surprising answer! I expected you to say GTA: Iv but EFLC is "more stable"? Wow; surprising answer.
