How do you change the color of this (( i have it as police4 )) and it only spawns in grey black red blue, however i saw another officer drive a white one, which never spawns for me -- how do i get the white color? thanks!!

Those are the default colors of police4 use a trainer to change the color. The one i use https://www.gta5-mods.com/scripts/simple-trainer-for-gtav

also, do you know how to get the back police lights ( the 2 lights around the license plate ) to appear as default?

I am not sure how you would going to that but you can try adding this to the flags in the vehicles.meta file 

  • "FLAG_EXTRAS_ALL"

do i add this or replace the flags line?
