The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

Alright, so I installed LSPDFR about 2 days ago. And I installed a few callout scripts and such, when I got a callout I only got the LSPDFR default speech and no notification above the map. When I press "Y" it accepts the callout and then it only says a brief text description above the map. I want it to look like the picture below but it's not working. Been searching for a fix for 2 days now.  LSPDFR_dispatch.thumb.jpg.c9924392c0ac1f

Do you have your notifications in the settings (not sure which exactly) enabled? LSPDFR uses the native notifications from GTA V, and if they are disabled, LSPDFR's notifications won't show up too.
