some of the mods I want to use requires net framework 4.6 and iv installed it but for instance when I try to use rage plugin hook 2.6 it says I need to install net framework 4.6 iv tried and researched on what to do but with no luck any suggestions welcomed thanks 

Did you try playing it without installing framework 4.6?

ya the game works fine but just not the mods I want to use cuz of the mods needing net framework 4.6 but for some reason nothing is reconizing that I already installed net framework 4.6

Hey while i haven't heard of anyone reporting these problems, if you haven't already try the .net repair tool

If that doesn't work id say try uninstalling the frameworks on your pc and reinstall

When you download the .NET Framework 4.6 from Microsoft and run it an input box should appear. In there there will be two buttons one saying 'Repair' the other will say 'Uninstall'. The chances are you need to repair the file so just press repair.

i have the same problem.I can't open range plugin hook.Need microsoft .net framework 4.6 or later.But when i installing framework i know the problem and that is i have to update my window.But i can't cause it said some of the setting control by administator.
