Like purposely? There's no real way to do one natively, but you can 'trigger' one eventually if you keep hitting shift behind a vehicle to pull it over.

First hit of shift initiates the pullover, second cancels it, keep doing it like that and eventually the 'Flee' random trigger will happen.
