I'm not sure if you mean a plugin for GTA V or GTA IV, we do have a turn tyres mod made by FinKone and is for GTA IV, it can be found here - http://www.lcpdfr.com/files/file/7374-turn-tires/

Although if you're talking about V then we don't have one on this site (i don't even think one was created)

    It was removed per request. There is a similar turn tires function in More Control V (link in signature) if you desperately wanted it.
