Sheriff Replacement?

Is there a way to replace the sheriff stainer with a mapped vehicle or any other model? Can I rename the mapped stainer and drag it in as a replacement or does that not work?

You can rename the vehicle file to replace any model file, just be aware that the game will still see it as the vanilla car in regards to sound, sirens and engine handling and engine sound, unless you edit the corresponding files. I do not know which files these are, but I think it's the handling.dat files. There should be plenty of guides for GTA IV vehicle modding and replacing.
