So I tried to follow the instructions to install the RCMP texture that nic227 but I can not for the life of me figure out why it won't work.

Have you installed the vehicle files for that texture? The new skins require a updated vehicle file that accepts the new textures...

Yes, I installed the model that was linked in the description but I don't know how exactly to add the .png that I downlaoded from that file.

You need to open the name.ytf and name_hi.ytf and replace the old skin with the one you want. 

Dont forget edit mode in OpenIV =)
