http://pastebin.com/R0WL8Xjz I started up the game and it crashed with this error report i have the retailed version and using vehicle controller, script hook and single player garage. My game has also crashed when i pull someone over every time with out fail.

I have done as many as you have asked

I have experienced the same issue with the game crash upon traffic stop initiation and game startup.  It was fixed by a reinstall of LSPDFR files and installing Rage Plugin Hook 0.22.  I would advise trying that before attempting other solutions.
