I'm not really sure what you mean, if you want to play as the police in Grand Theft Auto IV you need to have LCPDFR installed, trainers are used to change peds, spawn cars, repair cars and features like that. What you need to do to play as a cop is install this http://www.lcpdfr.com/files/file/4607-lcpd-first-response/ and then you can go in-game and use ALT + P (If I remember correctly) to start the modification up.
