Setting a ped's reaction to the player

Hey modders, 

I am currently working on a callout where itbis necessary for the player to pull someone over. However, every time I attempt to do this, LSPDFR creates a pursuit and you can't perform a normal traffic stop anymore. 

Is there a way to stop a ped from resisting the player in any way? 

I'd also like to know if there is a way to actually make a ped resist for later development.

Edit: I did set the persona for that ped, I don't know if that makes a difference.

They still almost always flee even if persona is not set, so see above. 

Basically I just don't want LSPDFR to initiate a pursuit I didn't ask for.

I think @LMS or @Sam would be the best ones to answer how the ped resistance works. Which ped model are you using? When I was testing my "Hit and Run" and "Impaired Driver" callouts, the drivers would pull over most of the time. If you're using a gangster model, then I guess their resistance chance would be higher.

I know you can get the resistance chance of a ped, but I don't think there is a way to set it.

I'm using a_f_m_bevhills_02 http://ragepluginhook.net/PedModels.aspx?modelHash=2688103263 at the moment, not very gangster :P

I guess it's just completely random then, however 9/10 times they don't stop :(

I hope the next API update will have a method to set the resistance behaviour.
