So i recently ran out the trial period of Defender Mod and i don't know if this is related to it but i think :o

 

So what happened is basically that i removed all files related to Defender Mod for my GTA IV directory and tried to start the game.

It threw me the RNM10 Error and i restarted my system as suggested.

Tried again and still the same error. I removed all "write-only" flags on the whole directory with windows and tried it again, still same error.

Then i read something about this getting caused by the commandline.txt, i deleted it, used this, wrote the parameters in the steam launch options instead and tried it another time.

I even tried to debug it with ollydbg and VS2013 as you see in the screenshots.

Now my GTA just stops responding before it even starts. Im going to attach some files in the hope they will help.

NOTE: PML Files meant to be opened with ProcMon

I also just ran GTA IV Mod assistant from IV Needle. It told me:
