So i have a low end PC that can run GTA IV with no lag and its Windows 8.1 (64 bit) I have downloaded the .net framework and other program i was told to install (86X version)  witch didnt change anything.. I ran everything "as administrator" and i have the latest version of everything and no its not a cracked GTA IV i got it off ebay a year ago.. The game runs.

Okay so my game dont crash and runs great but the LCPDFR script crash after the loading screen, When i start my game everything works fine and loads fine then after the loading screen when you spawn in your house before i can even touch my keyboard to walk out the door in game, I get a message saying the LCPDFR crashed do to error when i checked the as i logs as i was told.. this is what i see. Aslo Yes I Understand its a 32 Bit program and i have downloaded 32 Bit version .net framework all files i was told to download i got it in 32 Bit oh yeah i have DirectX 11 and ELS V8.5 Works great like it should only problem is this error i get from the LCPDFR  PS. I searched all over YouTube and Google and nothing i find is working so i decided to come here where i should have anyway.. Thanks in advance.

I re-Installed all the links you gave me but one.. The .net framework would not install cuz it said i already have it or a higher version. I have the latest version of GTA IV.. Considering I had to update it so it run on Windows 8.1, Here are some Screen shots as you requested.. I took before and after screens of before i ran the game and after i ran the game.. the before picture was what i got after a fresh install..

uninstall .NET Framework from your computer and re-download it using the link i provided above. Also can you please provide a screenshot of your GTA IV directory please. 

For some reason on windows 8.1 i cant seem to find it .net Framework to remove it from programs... Is there a tool i need for windows 8.1 to remove the .net ? From what i have been searching i feel its my .net framework that's making it not work..

Should be in your add remove programs. labeled Microsoft .NET Framework 4.5.1

Should be in your add remove programs. labeled Microsoft .NET Framework 4.5.1

So i decided i was tired trying to fix this windows 8 and .net framework problem so i installed a fresh copy of windows 7 reinstalled GTA IV game on my fresh windows 7 ultimate and installed all the links you gave me plus the gta iv updates and windows live update and then finally installed the mod and everything runs perfect and smooth.. it appear windows 7 run GTA IV with less lag then windows 8.. So the mod works !! :D thanks for the help man!

Glad you got it working! =) To be honest, you made a good choice with going back to Windows 7, Windows 8 is horrible, nothing but problems.
