The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

I've changed the officer name on my profile on this site, but when I downloaded LSPDFR, whenever my officer updates it still says " I forgot to change my name". What am I missing?

You're missing several things.

The first is that LSPDFR doesn't link your account in any way shape or form (possibly in the future but not now)
The second is that you are using my CalloutsV plugin and you have to change your officer name in the .ini file as it says to in the documentation.

The configuration file only has 1 entry at this current time, and that is the player’s chosen
officer name (used for dispatch chatter) If you don’t change this you’ll look stupid.

    Cop Name = I forgot to change my name
