If you can, try and go Intel. AMD is good for the price, but it really does not do that great in games. I would also switch out for a similarly priced AMD R9 280x instead of the GTX 960 if you can. Is 670 (about) your budget?

As far as GTA IV goes with CRYENB, you should get 30-40 fps, maybe. I say maybe because people have such variating experiences on GTA IV, especially with visual mods and your speaking of one of the most demanding. It's really unstable. Expect crashes. 

As for GTA V, with a 960, at 1080p you should be able to get around 40 fps on ultra with that (though, turn down grass and use a particular AA setting). I have a 970 and run it easy, so the 960 should do similarly. (Note; Similarly. Not identically). You can always look it up on canyourunit and honestly, that's going to be just as helpful as asking strangers on the internet. I would recommend going on youtube and typing in gtx 960 GTA V benchmark and there you will have your answer on how it will run. Whether you have 8gb or 12 gb of RAM or you are running on a different HD or SD won't make a big difference, you'll see your performance with your own eyes if you look up a video.

60fps with max settings, just no MSAA and high grass in GTA V. Unfortunately, my budget isn't the most high, it must be £750 max with the OS, Steam Games, Mouse, Keyboard, and headphones :(. I have found this is the beast build for me, I have researched for 2 months #nerdlife and found this as a great balance for budget. Here are my saved builds:

For the Intel builds, is there any way I can save money on the motherboard? And by the way, the 2133Mhz RAM is because when GTA V runs put of VRAM, it starts to use some system RAM, which is much slower than GPU VRAM, and I learnt you can sqeeze out at least 10fps with 2133, as opposed to 1600. The upgrade cost me £1 (in the budget)

See if you can get an Intel 4460 and a decent mobo. Both GTA V and IV are somewhat weirdly optimized for AMD CPU's with GPU usage being low. Also if you get that intel, you would be getting a LGA1150 chipset allowing for much better upgrade potential down the road.
