[Request] Extend API to cover Plate & Ped Lookup

This may be planned, but I would like to suggest extending the API to allow the ability to pull Vehicle and Pedestrian information in the near future.

Every mod that attempts to utilize crime data currently randomly generates that data and is inconsistent from LSPDFR and each other.
The ability to pull "Persona" and "VehicleOwnerData" in a consistent manner would greatly improve the consistency and immersion of mods that use such data.

Known issues so far:

  • Missing function to retrieve persona
  • IsPedArrested doesn't return true for player arrested peds

Yeah I just saw that (reading is fundamental).

I'm also interested in VehicleOwnerData, mostly if its stolen and as an extension off of that pulling the persona of the registered owner and not the current driver.
