I can't think of anything else that would cause this.
Another long shot, try making your entire drive where V is installed non read only and ensure you are running Rage Hook as Administrator.

I understand that Ragehook and LSPDFR are separate, but one does completely rely on the other. Not to mention the technical issues forum over there is completely dead. There are lot of people here that I've seen able to help people getting the mod running!

 

Anyway, how did you unblock the files? I was having an issue with windows 8, I actually had to download a file to my registry to allow me to right click and unblock files. Then i unblocked the zipped file before i extracted anything to my GTA5 directory. The other issue I had was that I was modding a copy of the game i put on my desktop, instead of the one in my steam folder. I don't know why that made a difference, but its been working ever since i did those two things and I was having the same problem!
