My GTA IV will not start with 0.90HF2, if i only remove the FirstResponse.net.dll, then my GTAIV works. Other dll. mods like ELS or Traffic Control System works too.

You're missing "System.Web", because you've probably only installed .net framework 4 Client Profile. It's not your fault, some crappy devs added System.Web but forgot to tell you need to install the whole .net framework 4 then. Get it here.
