I too have this issue and posted about it but will now follow this thread to see if you get a fix.

Above the mini-map, make sure that you have the phone notifications enabled.

It'll pop up in the same place callouts appear.

The issue here is that it vanishes as soon as the computer is opened and it's never to be seen again, there needs to be a way to either keep the details on the screen until the Officer leaves his vehicle or for the details to be recalled (in case we forget them).

I have the same issue.
