When I'm trying to arrest a suspect by pressing E, nothing is happening. The person is just running away. Can anyone confirm that?

Also known as resisting arrest. Try punching them when you catch up to them and then hold them at gunpoint for more compliance

You could also try the stun gun :)

Same thing has happened to me loads of times, it feels like they can't be arrested sometimes.  I'm using a taser with non-deadly force, and even after shocking them 5 times and changing gun to shotgun/pistol sometimes it still doesn't work.  A good workaround would be to be able to mark any ped as wanted, so they have a red blip, then call backup and hold them there with a non-lethal stun gun.
