Hello, I keep on pulling over people and they never run/drive away. Which is just getting boring without a chase, only chase is having a pursuit request.

They sometimes do run. When you want to force them to run, just stop them and when he stopped, hold the horn key to make him look for a different spot to pull over. If you do it too often (sometimes even after the first time), the "suspect" will flee.
